Environmental Conservation Police officers used drones during an Oct. 3 patrol along the Salmon River that resulted in tickets for after-hours fishing, according to an Oct. 20 release from the state Department of Environmental Conservation, reported by Oswego County Today. Officers issued nine tickets to six anglers for fishing after hours, and two people received additional tickets for fishing without a license and for unlawfully using treble hooks to take fish. DEC said the drones let officers monitor activity in the dark using night imaging and cover additional ground in wooded areas. Tickets are allegations, not findings of guilt, DEC said.

Initial U.S. jobless claims fell by 6,000 to a seasonally adjusted 194,000 in the week ending Oct. 17, below the 200,000 that economists polled by Bloomberg expected, the Labor Department reported Thursday, according to CNBC and Bloomberg. CNBC said the figure is just above the 189,000 reported for the week of July 18, which it described as the lowest since the late 1960s, and that claims have averaged 212,000 over the past year. Continuing claims rose to a six-week high of 1.73 million in the previous week, Bloomberg reported. CNBC described the labor market as low-hire and low-fire, noting that nonfarm payrolls rose by 29,000 in September and the unemployment rate rose to 4.2%.

American Airlines said Thursday it expects an adjusted loss of between $1 and $1.60 a share in 2026, compared with a July forecast of between a loss of 65 cents and a profit of 65 cents, and said it will slow its capacity growth next year, CNBC reported. The airline reported record third-quarter revenue of $16.34 billion, up 19.3% from a year earlier, and an adjusted loss of 28 cents a share against 35 cents expected, while its fuel bill rose 67.5% to $4.64 billion, according to CNBC. It is the fourth major U.S. carrier to cut its 2026 forecast this month because of higher jet fuel prices following the start of the Iran war, CNBC reported, after Delta, United and Southwest. CEO Robert Isom said on an earnings call that he has "great confidence" the company will return to profitability next year.

Nvidia CEO Jensen Huang told CNBC on Thursday that a surplus of memory supply is unlikely by 2029, despite a sell-off in memory stocks over the past week, CNBC reported. "One of the things that's really great about memory is that you can always use more of it," Huang said in an interview at the company's GTC Berlin conference, adding that HBM memory will be used for years. The sell-off followed an Oct. 15 opinion column in a South Korean publication that cited two experts expecting a "flood of new supply" in 2029, according to CNBC's translation, and an announcement by China's ChangXin Memory Technologies of a new design architecture, CNBC reported. Huang said Nvidia is "open-minded" about working with the Chinese memory maker.

The Food and Drug Administration granted accelerated approval Oct. 19 for GSK's immunotherapy Jemperli (dostarlimab-gxly), used alone, in adults with previously untreated stage II or III locally advanced rectal cancer whose tumors are mismatch repair deficient (dMMR) or microsatellite instability-high (MSI-H) as determined by an FDA-authorized test, the agency said; published estimates suggest about 3% of locally advanced rectal cancers have that feature. The approval rests on interim results from AZUR-1, a phase 2 study of 154 patients, in which after a median follow-up of more than two years almost three-fourths had not needed surgery, radiotherapy or chemotherapy, and the FDA says longer follow-up is needed to understand how long responses last and how often the cancer returns. Jemperli can cause the immune system to attack healthy organs and tissues, with reactions that can be severe or fatal, and the most common side effects were fatigue, rash, diarrhea and itching, the FDA said. Because the approval is accelerated, GSK must keep following patients to show the responses translate into lasting benefit, according to the FDA and MedCity News.

The average annual premium for employer-sponsored family health coverage rose 5% to $28,303 this year, and workers' own contribution toward family coverage rose 9% to $7,471, according to the Employer Health Benefits Survey that KFF released Oct. 22, KFF Health News reported. That is up from a 7.6% rise in workers' contributions from 2024 to 2025, and the premium rise follows a 6% increase the year before, the report says. Among large employers, those with at least 200 employees, 44% said they raised what workers pay toward coverage, and workers' earnings rose an average of 3.7% this year while overall inflation was 2.7%, according to the survey. Workers' share of the total premium rose only slightly overall, to 27% of the cost of family coverage and 18% of individual coverage, KFF said.

U.S. health spending is projected to reach $6.0 trillion in 2026, or 18.7% of the economy, with hospitals the largest share at $1.9 trillion, according to a KFF analysis of National Health Expenditure projections from federal actuaries. Growth in health spending is estimated to have slowed to 6.3% in 2026 and is expected to slow to 4.7% in 2027, and spending is projected to reach $9.0 trillion by 2034, over one-fifth of the economy, KFF said. KFF says Medicaid changes in the 2025 budget reconciliation law and the expiration of enhanced ACA marketplace premium tax credits in 2025 are among the policy changes expected to slow growth.

The International Criminal Court won this year's Sakharov Prize, the European Union's human rights award, European Parliament President Roberta Metsola announced Thursday in Strasbourg, DW reported. "This prize recognizes the important work of the court in upholding international law and justice," Metsola said, and ICC President Tomoko Akane said the award comes "at a time when the Court and its officials face unprecedented challenges, including sanctions." The court beat two other finalists, Tanzanian opposition leader Tundu Lissu and the imprisoned Iranian twin sisters Taraneh and Romina Rahimi, and the ceremony will be held in December. The United States announced sanctions against the court earlier in October, according to AFP, and DW reported the sanctions were imposed in response to what Washington called political bias.

Nigeria's first Ebola patient in more than a decade was not tested for the disease until 13 days after falling ill, officials said, according to Reuters; Africa CDC Director General Jean Kaseya told Reuters that the woman arrived in Abuja on Oct. 3 after two weeks in Uganda, fell ill three days later and, after first being suspected of having malaria, was tested on Oct. 19. Nigeria confirmed the case on Oct. 20 and is tracing 44 contacts, the Guardian and DW reported. Where she was infected is not settled: Nigeria's health minister, Muhammad Ali Pate, said the case "did not have confirmed travel to DRC" and that officials presumed Uganda, while Uganda's health ministry said she had only transited through Uganda and that the location of exposure remains under investigation. The outbreak, caused by the Bundibugyo species of Ebola for which there is no approved vaccine or treatment, has infected more than 9,500 people since May, DW reported, and Africa CDC has called a virtual meeting of health officials for Oct. 28.

More than 500 people in South Africa have fallen ill with a gastrointestinal illness that authorities blame on poor water quality in two cities, Africanews reported: 408 people in communities east of Pretoria, where residents were told to stop drinking tap water, and at least 111 Rhodes University students in Gqeberha, where the cause is still being investigated. Officials said the treatment plant supplying the Pretoria communities had not been chlorinated for about three weeks, and Tshwane Mayor Nasiphi Moya said city officials failed to warn the affected areas that the water should not be drunk, even after boiling, according to Africanews. Daily Maverick, in a report carried by AllAfrica, put the number sickened in Bronkhorstspruit at about 450 and said the plant had no chlorine added from Sept. 24 to Oct. 14.
Truck drivers' protests over high fuel prices have disrupted deliveries in southern Italy, leaving some supermarket shelves partly empty and some petrol stations without fuel, Euronews reported; Deputy Infrastructure Minister Edoardo Rixi called the disruption in Campania "severe," affecting supermarkets, petrol stations and hospitals, according to Reuters. Hauliers have blocked roads and motorways since last week, but their representatives said Thursday that roadblocks would be lifted in Sicily after talks with the government, and truck drivers in Calabria suspended their protest, Reuters reported. Prime Minister Giorgia Meloni's government was lining up aid for truck drivers and farmers, including compensation for high diesel costs, and offering police escorts to trucks passing roadblocks, according to Reuters. Bruno Zuccarelli, head of Naples' order of physicians and dentists, said fuel shortages were making it harder for doctors to reach hospitals and for ambulances to respond.

Chemists at Osaka Metropolitan University in Japan have made a fuel that can be blended with kerosene from waste coconut fruit left over from oil extraction, using a co-solvent method that works at room pressure and at lower temperatures than other biofuel feedstocks require, Good News Network reported. In tests of blends from 10% to 50% coconut fuel in a micro jet engine, thermal efficiency was comparable to that of pure kerosene, fuel consumption was slightly higher, and emissions of unburned hydrocarbons fell by between 5% and 40% depending on the blend, according to the report. Carbon dioxide and nitric oxide levels stayed consistent with kerosene, and the researchers said more work is needed before commercialization, mostly because carbon monoxide emissions rose, which could be harmful to ground crews, Good News Network said.

Forests and wildlife on Nu'utele Island, a Key Biodiversity Area in Samoa, are showing signs of recovery about a year after invasive rats and feral pigs were removed, Good News Network reported. Samoa's Ministry of Natural Resources and Environment, the Pacific Regional Invasive Species Management Support Service, island community members and the nonprofit Island Conservation removed the animals, and field teams made 12 expeditions between March 2025 and May 2026, the report said. "In many areas, native seedlings are carpeting the forest floor," said Island Conservation project manager Paul Jacques, and researchers found active nests of the shy ground dove with eggs one month after the removal. Island Conservation plans to move the threatened Mao, a native Samoan forest bird, to the island, as part of a restoration target it set for 2032, according to the report.

French health authorities said Thursday that the Shamonda virus, which usually affects livestock, had been detected in a human for the first time, in a severely immunocompromised patient who died earlier this month at a Lyon hospital, according to The Hindu and Al Jazeera. The Health and Agriculture Ministries said in a joint statement that there is "no health risk to the general public identified at this time" and called it "an exceptional case." The patient is believed to have been infected through a midge bite in eastern France, where the virus circulated in animals this spring and summer, and the ministries said neurological complications before the death are "very likely linked" to the infection, with investigations ongoing. The virus was first detected in Europe in late July, and the World Health Organization and the European Centre for Disease Prevention and Control have been notified, The Hindu reported.

Dozens of Tennessee voters told WSMV that on ballot marking machines in Davidson and Williamson counties, their selection registered as a different candidate than the one they chose, and some said it took at least three tries to get their choice to appear. These are voters' accounts: nothing published establishes that a machine malfunctioned or that any vote was miscounted. Mark Goins, Tennessee's coordinator of elections, said such mismatches have always traced to unintended touches, which he compared to a long fingernail near the edge of a selection box touching its neighbor, and that his office sends a Republican technician and a Democratic technician together to examine equipment whenever an issue is reported. The Secretary of State's office said it has received one complaint of this kind among about 400,000 ballots cast so far, while WSMV reported that dozens of voters described the problem, and Goins said his office received one call before WSMV's first report and a few more afterward. Touch screens can also drift out of calibration: in 2024, the Knox County, Illinois, clerk said a touch-screen machine that failed to reflect a voter's choice was "more than likely a calibration issue with that machine," recalibrated it, and took it out of service when the problem returned, PolitiFact reported, adding that votes cast on it earlier were stored on a memory card and counted. A ballot marking device lets a voter mark a ballot on a touch screen, then prints it, and the printed ballot goes into a ballot box or scanner; the machines do not store or tally votes, the U.S. Election Assistance Commission says. Goins described three checks on the equipment used in Davidson and Williamson counties: the selection screen, where the touched name should light up green, a review screen showing every selection, and the paper ballot, which he said is what is counted. "The votes aren't being counted on the screen... They're actually being counted on that paper ballot that's going in the scanner," Goins said. The Secretary of State's office asks voters who see a mismatch to alert a poll official before they cast the ballot, so a voter who wants their voice heard can compare the printed ballot with the choices they made, and ask for help if they do not match.

Becky Drury, a teacher wounded in last week's attack on a special education classroom at Silver Rail Elementary in Bend, Oregon, said in a statement issued Wednesday by a family friend that she "did the only thing I could do, which was to pretend to be dead in the hope he would not shoot me again," the Associated Press reported. Drury said she ran to see what was happening, saw the shooter and went back to the classroom, but he was already there and shot her at close range, wounding her left hand and right arm. Some news reports had suggested she threw herself on top of a student to protect them, and she said she wanted to correct the record, the AP reported. Three children, ages 5, 8 and 11, and a teacher were killed in the attack, according to the AP, and Drury remains hospitalized.

Ukrainian officials reported speed limits on SpaceX's Starlink and Starshield services in Ukraine in mid-October, and President Volodymyr Zelensky said Wednesday the service was "still limited," CBS News reported. Secretary of State Marco Rubio said Wednesday that Ukraine's access "is governed by a private commercial contract," and Defense Secretary Pete Hegseth said Tuesday that terms of service apply and that Starlink has the option to make those decisions, The Hill reported; President Trump told reporters Wednesday, "I don't know who did it but I was not involved." Reuters reported on Oct. 15 that Pentagon officials received an order to limit Starshield "from inside the White House," and the Wall Street Journal reported on Oct. 20 that Elon Musk ordered the restrictions, according to Snopes. Musk wrote on X on Oct. 14 that limits on the military-grade Starshield are decided by the U.S. military and ultimately the president, while Starlink is a commercial service limited to civilian and defensive use. Snopes said it could not verify the Reuters, Telegraph or Journal reports because they relied on anonymous sources, and that SpaceX did not respond to its request for comment.

The Democratic National Committee, its House and Senate campaign arms, several lawmakers and others filed a federal lawsuit late Tuesday in Washington, D.C., asking a judge to block what they allege are Trump administration attempts to force states to remove voters from registration lists, segregate certain ballots and threaten local election officials with prosecution, ABC News reported. The Justice Department has repeatedly defended its actions as part of an effort to ensure the integrity of the election system, and spokesperson Kiersten Pels said in a statement that "California cannot facilitate the violation of federal law" after the state declined to verify the citizenship of people on a list the department provided. In court papers filed Tuesday, two officials in the Los Angeles County registrar's office said a preliminary analysis of 200 people from the Justice Department's list of about 20,000 found that nearly 40% indicated they were born in the United States and 71.2% had no voting history. ABC said it had asked the White House for comment.

Democrat Abdul El-Sayed and Republican Mike Rogers, a former congressman, held their second and final debate Wednesday in the Michigan Senate race for the seat of retiring Sen. Gary Peters, a Democrat, CBS News and NBC News reported. El-Sayed called Rogers "a sock puppet" for President Trump and said the Iran war is behind high prices, while Rogers, who has called for the war to wind down, said Iran is "absolutely" a threat and accused El-Sayed of a "pattern of deception" about his platform, according to CBS News. Rogers also raised claims that El-Sayed has ties to the Muslim Brotherhood; El-Sayed has repeatedly denied any connection, said he has never been part of the organization, and called the allegations "shameful," CBS News and NBC News reported. On tariffs, El-Sayed criticized President Trump's but said he is open to some import duties, while Rogers called them a "mixed bag," CBS News reported.

Engineers at the University of Illinois Urbana-Champaign and Toyota have built a battery-like device that captures carbon dioxide from open air using electricity and a saltwater solution instead of heat, according to a study in Environmental Science & Technology, Happy Eco News reported. Running current in one direction makes the solution more alkaline, so it absorbs carbon dioxide, and reversing it releases the gas, the report said; the team says its method could outperform existing direct air capture systems. The results are from early laboratory work, and researchers still need to keep the device's two liquid streams from mixing, Happy Eco News reported. Toyota Motor North America helped fund the research, and the university has filed patent applications that Toyota holds jointly.

Japan launched its Martian Moons eXploration (MMX) spacecraft on an H3 rocket at 4:41 a.m. Japan time Tuesday, which was 3:41 p.m. EDT Monday, from the Tanegashima Space Center, Ars Technica reported. Hiroshi Yamakawa, president of the Japan Aerospace Exploration Agency, called the launch a success, and the mission's project manager, Yasuhiro Kawakatsu, said the spacecraft had made contact, unfurled its solar panels and was in "very stable condition." The spacecraft is to arrive at Mars next August, spend about three years nearby and land on Phobos in 2029 to collect at least 10 grams of material, which a capsule is to carry back to a landing zone in South Australia in 2031, according to Ars Technica. Ars put the mission's cost at $578 million, and said U.S. researchers will receive 15 percent of the samples in return for NASA's contributions, which include one of the two sampling devices.

Warwick Rodwell, the consultant archaeologist at Westminster Abbey, writes in the Journal of the British Archaeological Association that the skeleton found inside a Roman sarcophagus at the abbey was most likely a medieval abbot, the Guardian and Live Science reported. The fourth-century sarcophagus, which carries a Latin inscription to Valerius Amandinus, was excavated in 1869, and the lid was later carved with a large Anglo-Saxon cross, according to the Guardian. Radiocarbon dating placed the bones between 987 and 1052, Live Science reported, and Rodwell says the burial's dignity points to a senior churchman and favors Ælfwig, who died about 1020, over Wulfnoth, who died about 1049. "There's a lot more complication than one initially sees," Rodwell told the Guardian.

A study published Oct. 21 in Proceedings of the Royal Society B reports that people who saw others flagrantly break a rule in an online task increased their own rule-breaking, the Guardian and Science News reported. The researchers recruited 750 people in the United States, roughly half Republicans and half Democrats, for an online experiment in which choosing squares farther to the right on a screen earned more money than choosing the correct square. Without social information, about 23 percent of participants picked the farthest-right square, and that rose to almost 40 percent after they learned a participant of their own political party had done so, according to Science News; about a third of participants kept following the rules throughout, the Guardian reported. The task was abstract and carried no penalty, and Stephen Reicher of the University of St Andrews, who was not involved, told the Guardian the real-world relevance remains unproven; Eugen Dimant of the University of Pennsylvania told Science News that real-world penalties and norms keep behavior in check.

The United Nations Environment Programme said in its Emissions Gap Report 2026, "The Point of Return," published Oct. 21, that warming could reach 2.8°C within this century if current policies continue and increase thereafter, 2.6°C if all national climate pledges are delivered and 2.1°C if those pledges and additional net-zero targets are all achieved. UNEP says returning warming to or below 1.5°C by 2100, with about a 50 per cent chance and peak warming limited to 1.7-1.8°C, would require cutting emissions 18 per cent by 2030, 45 per cent by 2035 and 69 per cent by 2040, all relative to 2025 levels, and removing roughly 320 gigatonnes of carbon dioxide over the century, which it says faces socioeconomic and technological challenges. Current national pledges would reduce emissions by only 5 to 8 per cent by 2030 and 11 to 15 per cent by 2035 relative to 2025 levels, UNEP says. The agency says its outcomes are worse than last year's projections due to the withdrawal of the United States from the Paris Agreement and revised estimates of historical emissions. UN Secretary-General António Guterres said in a message on the report, "Overshoot is not surrender."

Owner Hal Steinbrenner, who said he was disappointed by the Yankees' ouster by the Rays in the American League Division Series after a 93-win regular season, declined to blame Cashman or Boone and identified underperforming position players as the main cause. "The players didn't live up to their end of the bargain in the playoffs," Steinbrenner said.
