City of Oswego

The complete text of Oswego's e-bike and e-scooter law is not available to the public online

By D. Marlowe · October 27, 2026 · First reported October 5, 2026 · Edited by C. Fletcher

The copy of Oswego's e-bike and e-scooter law on file with the New York Secretary of State, which gives the law legal effect, is missing one page. That page carries the lighting rules, the parking rules, the ban on shared e-bike and e-scooter systems without Common Council approval, the rule that riders must yield to pedestrians "at all times, including at crosswalks, on multi-use paths, and in parking areas," the rule that groups ride single file, and the provision naming the city police department as the enforcer. What the filed copy does contain is the penalties section, § 107-11, in full on its pages 5 and 6: the fines, the impoundment provisions, the redemption fees, the release and disposal rules, and the sections that follow it through the effective date. The copy filed with the Secretary of State runs to five pages of the chapter's six, and its page numbers go from 3 to 5; page 5 begins with a line, "Any other duly authorized law enforcement officers or code enforcement personnel," that sits under no section heading and has no item before it, which is the tail of the part on the missing page. The complete Chapter 107 exists: the City Clerk's office supplied it when the newsroom asked for the text of the law. A missing page in a scan may be a scanning error and not a filing defect, and codification of new local laws often lags behind adoption. The city's code is not yet a place to read it. The city's City Code and Ordinances page consists of a single link to eCode360, which states that it includes legislation only through Feb. 24, 2026, and which carries no Chapter 107, so a resident who follows the city's own directions to find the rules arrives at a code that does not include them. The state's Department of State local laws database, where the filed copy sits, has the version that is missing a page. We have not asked the city or the Department of State about the missing page, and what an incomplete filed copy means for the law is a question for a lawyer; a local law takes effect on filing, according to the chapter's own text. The rules themselves, and the penalties for breaking them, are in a companion item.
